Planning and Design Policy Guidance
The Development Plan for East Cambridgeshire District Council (ECDC) comprises the Local Plan, April 2015, which covers the plan period up to 2031. The Local Plan sets out the vision and spatial strategy which includes the identification of sites to deliver planned growth for the district. On the Policies Map, the site falls within the ‘Development Envelope’ and the ‘Station Gateway’ allocation, identified as an area for employment-led or mixed-used developments.
Planning policy relevant to the site at a national and local level emphasises that the optimum use must be made of brownfield land in accessible and sustainable locations, in particular, to ensure the delivery of good quality new housing. The application site forms part of a mixed use allocation in the Local Plan where the provision of new homes is specifically encouraged and recognised as appropriate. The Council’s design guidance provides information and advice on the design of new residential schemes in the District. Taken together, this policy context has been used to inform the preparation of the current proposal.
Site Opportunities and Constraints
In addition to taking into account the relevant planning policies and design guidance, the redevelopment of the site will need to respond to the specific site constraints and opportunities identified through the contextual analysis undertaken by the applicant’s architect, RGP. This analysis is illustrated on the diagram below. Factors considered include:
- Vehicular access and main entrance to the site (1)
- Path used towards Dovehouse Cl access (2)
- Easement towards Kings Ely Junior school (3)
- Legal right of way location
- Substation location (4)
- Pump location (5)
- Noise from main road and industrial works
- Existing services within blue line
