Hanbury PM Ltd are the developers of the Oldlands Farm strategic employment site and are seeking your views on the current development proposals. Hanbury already have an existing planning permission for a range of employment uses at Oldlands Farm, including retail uses. Their latest proposal is for the provision of a Lidl food store who currently operate a store at The Peel Centre and a new store for The Range.

Hanbury are committed to public consultation and we are therefore delighted to be able to provide members of the local community with an overview of the proposed development. This website enables you to view the emerging proposals, as well as download the most recent plans for the site. At this stage, proposals are indicative and could be subject to evolution through the planning process and following comments received as part of this consultation exercise.

A planning application has not been submitted to Arun District Council for the scheme which now forms the subject of this consultation. However, the site does have an extensive planning history.

Site

The site is located on the northern edge  of Bognor Regis urban area and measures 2.25ha. The site is situated to the south of Bognor Regis Northern Relief Road (BRNRR) and the east of Shripney Road (A29). The site is clear with no existing buildings on the site.

Proposal

Hanbury propose to submit a detailed planning application for the development of the site for a non-food retail warehouse for The Range and a replacement Lidl food store with associated car parking and landscaping. The proposed replacement foodstore will enable Lidl to be retained within Bognor Regis, facilitating their move of their existing store from The Peel Centre to the application site.

The proposed non-food retail warehouse accords with the extant planning permission for the site and therefore could begin trading from the site without a new planning permission. Specifically, The Range store will extend to 4,708 sq. m and will include a garden centre. The delivery bay for the store will be located to the east of the store alongside 9 staff car parking spaces.

The replacement Lidl store will measure 2,125 sq. m GIA with a net sales area of 1,325 sq. m. The new store will feature a dedicated in-store bakery close to the main entrance. The delivery bay will also be located to the east of the store alongside 7 staff car parking spaces.

Cumulatively, the extent of proposed development will measure 6,835sqm, a reduction of 1,247sqm when compared with the extant planning permission (8-82sqm Gross Internal Area in total).

Access to the site will be taken from an unnamed road taken from the recently constructed A29 Shripney Road / Rowan Way roundabout which lies at the western end of the Bognor Regis Northern Relief Road (BRNRR) utilising an existing junction.

The Range will be supported by 175 customer parking spaces which includes provision for 10 disabled spaces and 6 parent and child spaces which are positioned close to the customer entrance. Access to the replacement Lidl foodstore will be obtained through the Range car park. The Lidl food store will be supported by 159 car parking spaces which includes 6 disabled spaces and six parent and child spaces. Bicycle parking will also be provided at both stores close to the store entrances.

It is proposed that the Lidl store will maintain its existing open hours and will therefore open between the hours of:

  • 8am to 10pm Monday to Saturday (including Bank Holidays); and
  • 10am to 4pm Sunday.

Normally there will be a maximum of two HGV deliveries to the Lidl store per day. All store waste from the replacement Lidl store will be collected at the same time as the deliveries, therefore minimising HGV movements within the site.

Opportunity to comment 

A public exhibition will be held on Wednesday 10 January 2018 between 2pm and 7pm, at the Bersted Park Community Centre, Lakeland Avenue, Bognor Regis, PO21 5FF.

2,991 letters were posted to local residents and businesses surrounding the site inviting them to the public exhibition.
