Richard Pestell

Richard is a policy planner with more than 20 years’ experience in planning consultancy, focussing on housing, the economy and employment land.
Richard started working at the consultancy Roger Tym and Partners as a GIS assistant in 1999, before joining the firms Planning Policy team, where he worked his way up to Planning Director. He spent a number of years on secondment to the Homes and Communities Agency, firstly as part of their national team focusing on brownfield land policy, and then working in their West Midlands office assessing potential regeneration schemes. Roger Tym and Partners merged with Peter Brett Associates (PBA) and more recently with Stantec, a global engineering and planning consultancy.
Richard leads a development management and policy planning team in Rapleys’ London office. He previously led the Stantec London Planning team where he managed a team of policy planners advising many Councils across England and Wales. He also managed other disciplines – for example external viability consultants or internal transport and environmental teams. He provided strategic planning input into wider Stantec projects as well as leading his own team’s workload.
