The project
Rapleys acted for Preferred Homes in securing permission for the redevelopment of a 0.55‑hectare brownfield site at Dolcoath Avenue, Camborne, to deliver a 74‑unit Extra Care scheme falling within Use Class C2, comprising 71 one‑bed and 3 two‑bed affordable apartments alongside communal lounge, café, landscaped amenity areas, parking and associated works. The proposal responds to two rounds of pre‑application engagement with Cornwall Council and addresses an identified strategic need for affordable Extra Care housing, with 1,197 units required in West Cornwall by 2050. The scheme is supported by Homes England grant funding and will be delivered by a Registered Provider specialising in Extra Care housing.
Our solution
Rapleys provided full planning consultancy services including site appraisal, engagement with Cornwall Council and the World Heritage Site Office, management of a Planning Performance Agreement, preparation of a comprehensive Planning Statement and coordination of a multidisciplinary submission. The team led on demonstrating compliance with Local Plan Policies 1, 2, 2a, 6, 12, 13, 21, 23 and 24, and the NPPF’s direction to prioritise brownfield redevelopment for identified housing needs. We prepared detailed justification for the C2 use classification, evidencing mandatory care requirements, 24‑hour staffing and the integrated institutional care model. We also coordinated heritage, landscape, transport, drainage, ecology and viability evidence, demonstrating that any effects were acceptable and significantly outweighed by the scheme’s public benefits. Through effective negotiation and evidence‑led justification, Rapleys secured officer support for a high‑quality, policy‑compliant Extra Care development meeting an urgent local need.
