The project

We secured planning permission on behalf of Bloor Homes for a residential scheme of 309 homes (including 47 affordable properties), and an extension of the Hollingworth Lake visitor car park to provide an additional 140 spaces.

Our role initially involved advocating the site’s release from the Green Belt and securing its allocation in the Places for Everyone joint development plan. More recently, our involvement was instrumental in overcoming various technical issues.

Our solution

  • Negotiated a financial contribution towards off-site highways improvements of £3,000 per residential dwelling, much lower than the highway officer’s opening figure of £10,000 per dwelling.
  • Persuaded the Council’s design officers to support the scheme.
  • Secured approval to remove several historic (but derelict and not listed) farmstead buildings, against substantial opposition from the Council’s heritage officer.
  • Whilst the ‘main’ site has been removed from the Green Belt, part of our case was that the scheme would facilitate and fund a new car park within the Green Belt (adjacent to Hollingworth Lake Visitor Centre), which is within the Green Belt. Rather than having to demonstrate ‘very special circumstances’, we secured permission for the car park using NPPF para 154, part h) iii, successfully arguing that the car park is ‘local transport infrastructure which can demonstrate a requirement for a Green Belt location.
  • Overcame substantial local opposition (the application attracted around 1,000 objections).
