Retrofit

Access specialist retrofit assessment, co-ordination and design consultancy services aligned with the PAS 2035, supporting clients in delivering Optimised Retrofit Programme (ORP) and Warm Homes Scheme funded works.

With in-depth experience across the public and affordable housing sectors, we help housing providers deliver compliant, efficient, and futureproof retrofit programmes at scale.

We act as retrofit assessors, co-ordinators and designers as well as strategic partners, ensuring every retrofit project conforms to funding requirements, is designed for long-term energy performance, and achieves Trustmark lodgement compliance.

From single schemes to entire housing portfolios, we offer end-to-end co-ordination from project inception through to Trustmark lodgement across key energy-saving measures including solar PV, cavity wall insulation, loft insulation, and more. We support clients to decarbonise their property portfolios, meet MEES compliance, hit ESG targets, and create energy-efficient, comfortable buildings that are future proofed, comfortable and affordable for tenants to live in.

Our Retrofit Consultancy Services:

  • Portfolio level retrofit consultancy and long term retrofit roadmaps
  • PAS 2035 retrofit assessment, co-ordination, design and evaluation services
  • Energy efficiency advice across hundreds of units annually
  • Commercial estate feasibility analysis and retrofit pathway recommendation

EPC C Retrofit Pathways and PAS 2035 Assessments

The transition from EPC E to EPC C represents a fundamental shift in how residential portfolios must be managed. Achieving this uplift cannot be delivered through simple upgrades or one off interventions. It requires detailed assessment of each property to understand fabric performance, heating systems, ventilation and occupier use. Our PAS 2035 compliant retrofit assessments provide this level of detail, creating a reliable foundation for decision making. We undertake comprehensive surveys that capture the full performance profile of each dwelling, identifying not only opportunities for improvement but also risks such as moisture, thermal bridging and inadequate ventilation. This ensures that subsequent design decisions are based on evidence and that measures will perform as intended once installed.

From this assessment data, we develop tailored retrofit designs that respond to the specific characteristics of each property. Measure selection is not generic, it is informed by modelling that considers energy performance, cost, sequencing of works and long term durability. This allows us to define the most effective combination of interventions for each home, whether that is insulation upgrades, heating system replacement or ventilation improvements. By aligning all design work with PAS 2035 requirements, we ensure that every solution follows a whole dwelling approach, avoiding unintended consequences and ensuring that improvements are sustainable over the long term.

Portfolio Retrofit Strategy for Large-Scale Delivery

While property level design is critical, the scale of the challenge requires a portfolio wide perspective. Rapleys translates individual assessments into coordinated retrofit programmes that can be delivered consistently across large housing stocks. We analyse data at portfolio level to identify priority properties, group similar archetypes and develop repeatable specifications that support efficient rollout. This structured approach enables clients to direct investment where it has the greatest impact while maintaining control over cost and risk. It also creates the conditions for scalable delivery, providing contractors with a clear and consistent scope of works that can be implemented at pace without compromising quality.

Retrofit Coordination

A core component of our service is retrofit coordination, which ensures that projects move from design into delivery in a controlled and compliant manner. Acting as Retrofit Coordinator, we manage the entire execution phase, maintaining oversight of contractors, sequencing of measures and quality assurance processes. This includes reviewing installation plans, monitoring site activity and ensuring that all works align with the approved design. By maintaining a single point of responsibility throughout delivery, we reduce fragmentation and ensure that risks are actively managed.

Quality assurance is integrated throughout every stage of the process. Our team verifies that installations meet the design intent and ensures that all installation compliance documentation is complete, accurate, and compliant with project requirements. Post installation evaluation is undertaken to confirm that the retrofit has achieved the intended outcomes in terms of energy performance, occupant comfort and building health. This closed loop approach ensures accountability and provides clients with confidence that their investment has delivered tangible results.

Our multidisciplinary structure underpins the entire retrofit process. By combining building surveying, energy modelling, design and project coordination within a single team, we provide a seamless service that removes the disconnect often seen between assessment and delivery. This enables faster decision making, clearer communication and a more efficient programme overall. Clients benefit from having a single, technically competent partner responsible for guiding assets through the full PAS 2035 lifecycle.

As regulatory requirements continue to tighten and delivery programmes accelerate, the ability to scale retrofit effectively will become increasingly critical. Rapleys provides a reliable framework for achieving this, built on detailed assessment, intelligent design and disciplined coordination. Our approach ensures that retrofit is delivered not only to meet compliance requirements but to create long term, sustainable improvements across housing portfolios, supporting both environmental objectives and asset performance.
