The project

Rapleys was commissioned by the London Borough of Enfield in August 2023 to complete 2,700 HHSRS specific condition surveys across the Borough. Rapleys rapidly mobilised a team of 8 specialist surveyors to successfully complete the assessments by April 2024, advising our client of all Category 1 findings immediately to enable remedial works to be undertaken without delay. Access to resident’s homes was secured though close partnership working with our client resulting in over 80% completions within a short timescale.

Rapleys was subsequently reappointed by the London Borough of Enfield in 2024 to undertake a further 5,800 full stock condition surveys, HHSRS assessments and Energy Performance Certificates.

All survey data was collected using our clients Apex asset management database to which Rapleys secured remote access to undertake all data validation and quality assurance checks prior to promoting surveys to the Live database environment.

Rapleys achieved access to over 80% of those properties by August 2025 and continue to work closely with our client to secure access to properties that have not engaged with the project. This work has been assisted with additional information provided by our client’s resident engagement team and other stakeholders to maximise access across the Borough.
