The project
Rapleys were commissioned by the London Borough of Ealing via the Fusion21 Framework in September 2023 to undertake a comprehensive stock condition survey and HSRSS assessments of 11,625 properties over a 5-year period.
Shortly after mobilisation and commencement of surveys, an accelerated timetable of full completion within a 2-year period was agreed and Rapleys subsequently increased the survey team from 5 to 12 to deliver this requirement.
London Borough of Ealing manage a significant number of medium-and high-rise buildings and Rapleys have undertaken compliance-led surveys across those properties. Housing Health and Safety Rating assessments were a significant element of the project and Rapleys advised the London Borough of Ealing of Category 1 findings immediately to enable remedial works to be undertaken without delay.
By March 2026, Rapleys completed over 10,400 stock condition surveys, achieving nearly 90% access across the portfolio. Rapleys will continue to work in partnership with the London Borough of Ealing in 2026 to secure access to the remaining properties.
A rolling programme of annual inspections is being implemented, focusing on older surveys and Category 1 HHSRS homes to ensure full compliance with the Decent Homes Standard and Awaab’s Law.
