Surveys and Energy Performance Certifications, Incommunities

The project

Rapleys was commissioned by Incommunities in April 2024 to undertake up to 19,000 stock condition surveys and 14,500 Energy Performance Certificates across a housing portfolio comprising 20,082 assets located in West Yorkshire. Following extensive mobilisation activity with our client Rapleys mobilised a team of 12 surveyors in July 2024.

Housing Health and Safety Rating assessments were a significant element of the project and Rapleys advised Incommunities of Category 1 findings immediately to enable remedial works to be undertaken without delay.

Rapleys worked closely with Incommunities teams to maximise access throughout the project and by September 2025 we completed over 13,700 stock condition surveys and 10,400 EPCs. All survey data was collected using Rapleys in-house stock condition database and provided to Incommunities on a 2-monthly basis for seamless integration into their asset management database, including many thousands of photographs.

At the early stages of the project, Rapleys provided additional assistance to Incommunities with a backlog of damp and mould surveys, providing additional dedicated survey resource to complete over 150 inspections and reports.

Incommunities also commissioned Rapleys to undertake a financial Options Appraisal to over 100 commercial assets within their portfolio between August and November 2024. Rapleys Housing Consultancy and Residential teams worked in partnership to complete all surveys and Options Appraisals, providing Incommunities with a clear and positive pathway to maximise this element of their portfolio and take forward innovative solutions where recommended.
