The project

Rapleys Housing Consultancy team was appointed by East Suffolk Council to undertake a 100% internal, external and communal stock condition survey of a 15-storey residential tower block in Lowestoft, comprising 90 2-bed flats, 88 of which were under Council ownership and to provide a written report of the survey findings.

The objective of the survey was to provide an independent and comprehensive assessment of the investment requirements for the building over a 30-year period, providing accurate data for investment planning, improvement options, compliance with the Decent Homes Standard, identification of HHSRS issues and to inform a potential Options Appraisal.

All surveys were completed using Rapleys iPads and bespoke stock condition survey application within a single week, in accordance with the urgent project deadline. Rapleys dedicated surveyors and Resident Liaison team worked closely with the residents to maximise access, including out of hours surveys. Our intensive approach was successful in securing over 90% access on completion.

All stock condition surveys, Decent Homes and HHSRS data was successfully migrated to the client’s asset management database on completion, including hundreds of photographs.

Rapleys reviewed our client’s existing EPC data and advised on current energy ratings and consideration of potential opportunities to improve ratings, decrease levels of fuel poverty and a pathway to achieving Net Zero Carbon by 2030.
