Rapleys secures place on Fusion21 Framework as it invests in Public Sector Services
9th Oct 2025
Strategic property consultancy Rapleys has been appointed to Fusion21’s Construction Consultancy Services Framework across three separate lots following the success of its delivery of stock monitoring and appraisal services on the previous iteration of the framework and the business’ wider investment into and expansion of its public sector offering over the last 2 years.
Fusion21 is a national social enterprise specialising in efficient and impactful public sector procurement and social value services. Rapleys won its place on Lot 2 – Stock Monitoring & Appraisal, Lot 12 – Valuations and Lot 14 – Retrofit, all of which have a four-year tenure. The business has previously provided Stock Monitoring services for Fusion21 members, but through this new appointment, it has extended its ability to work with local authority, central government and housing clients, underpinning its investment in new people and services in these areas.
Rapleys has invested significantly in its services in Building Consultancy, Development Consultancy and the Public Sector, together with bringing in a new dedicated Retrofit service over the summer and hiring Partner Jonathan Bernstein as Head of Public Sector in early 2024.
Justin Tuckwell, Managing Partner at Rapleys, said: “We are delighted to increase our public sector access via these panel appointments. The wins underpin the investment in this part of our business and the collaboration across teams to deliver best-in-class services for clients. We look forward to working on new projects and instructions over the coming years.”
Tania Silva, Framework Manager at Fusion21 said: “We are delighted to welcome all of the new suppliers onto Fusion21’s Construction Consultancy Services Framework, including Rapleys. The tender process was highly competitive and has identified the best suppliers for our members to source construction-related consultancy services for the built environment.”
“Members accessing this framework will work with a team of technical procurement experts whilst benefiting from procurement efficiencies, value for money, and a fast route to market.”
The Housing Consultancy team is now one of the market leaders, despite the team being set up just 5 years ago from scratch and is currently instructed on over 120,000 stock survey conditions and 40,000 EPCs.
The business’ Valuations team has successfully supported local authority and registered provider clients for a number of years, currently working with clients including Westminster City Council, London Borough of Croydon, Legal & General Affordable Housing and Metropolitan Thames Valley Housing.
Rapleys’ Retrofit team was launched earlier this year and is already working on a raft of social housing projects to achieve compliance with Minimum Energy Efficiency Standards (MEES), adding value, reducing tenant running costs and improving long term rentability.
